It's all RNG. You're not guaranteed to get an exotic, and you're not guaranteed to get a new one, although the drops are weighted towards items you don't have yet. Personally, I've gotten at least one duplicate before getting the newest exotics, every time. It’s not guarenteed plus you need beyond light.

After that you can get any exotic to drop including the new one. Your first exotic drop from the lost sector has a high chance of being the new one as the odds are "heavily weighted" towards it. Once you get your first one, the "heavy weighting" is gone. It has the same chance of dropping as all the other exotics in that slot.
