You are correct. The only way to obtain new exotics is legend lost sectors or the legendary campaign. For swarmers they need to be unlocked by completing the campaign on legend then you can grind legend lost sectors for new rolls. Nah you can just get them from the lost sector. So I cleared my PS5 cache, then waited patiently for another Vex Strike Force activity. Guess what. It crashed during the final 3-boss phase again. So now I'm 0/4 on PS5 and 0/2 on PC.
